Production recoil lugs are usually not machined square to your rifles imaginary center line. Surface grinding the recoil lug ensures that the barrel of the rifle is not off center due to an out of spec recoil lug.
 
Note: Surface grinding a recoil lug is only one element of accurazing a rifle with a separate recoil lug.
